Electronic Clinical Laboratory Reporting System
The Electronic Clinical Laboratory Reporting System (ECLRS) provides clinical laboratories serving public health facilities in New York with a single point for secure and rapid transmission of infectious disease information to New York State Department of Health (NYSDOH). The laboratory information submitted to the system enables ECLRS to automatically detect infectious disease outbreaks and to alert the necessary authorities so that the appropriate actions can be taken.
Laboratories participating in ECLRS will no longer have to submit paper copies of results to individual public health facilities throughout the State. Instead, laboratories can electronically transmit all infectious disease results to a single centralized database residing in Albany, NY through the use of an ASCII or HL-7 file or an online data entry. These results are then automatically distributed to the appropriate public health authorities in the State, regional and Local Health Units (LHUs).

Why ECLRS?
The NYSDOH surveys communicable diseases through its Division of Epidemiology (DOE). DOE is responsible for monitoring disease trends, targeting and implementing intervention strategies, and developing public health policies.
ECLRS provides DOE with a standardized way to track diseases. ECLRS can reduce response times, improve the completeness and accuracy of reports, increase the understanding of the epidemiology of communicable diseases, and provide greater coordination among laboratories, LHUs, Regional Health Offices (RHOs) and State and federal public health agencies.

ECLRS includes the following functions:

  • Laboratory reporting of test results and patient information for all reportable communicable diseases
  • Recorded receipt of test results by LHUs
  • Retrieval and download of new and historic test results for local processing and data analysis by all LHU and NYSDOH officials
  • Security to limit access to specific test results as determined by LHU and NYSDOH officials
  • Data confidentiality is ensured by the use of 128-bit encryption technology when data is being electronically transmitted
  • Standard report capabilities for analysis of the data repository
  • Automatic telephone notifications of either a priority disease report in a county or a higher than expected occurrence of a specific disease within a specified area


  • The most important benefit to a laboratory is the reduction in the effort needed to transmit infectious disease results upon completion of testing. After a laboratory has been authorized to transmit results to ECLRS, the need for paper reporting will be eliminated. Over time the necessity to telephone abnormal or unusual results may be reduced considerably as well. Once fully implemented, ECLRS will improve public health response to infectious disease outbreaks.

    Specific Services provided by S&P Consultants:
    1. Extraction from Client's Cerner Lab system (HNAC or HNAM)
    2. Formatting all extractions into ECLRS approved HL7 format
    3. Strategic support to allow additional Institution Clinical departments to be included in database
    4. Provide Management reports for all ECLRS data
    5. Provide data mining services on any external databases designed and populated for the process
    6. Provide Test plans for entire process
    7. Work with Client to streamline Certification process with NYDOH
    8. Provide complete Validation services on all databases and interface files
    9. Help each client to identify all procedures, results, and formats required to be reported to the NYDOH
    10. Work with each client to create a strategy to convert current Lab procedures and results to LOINC codes
    S&P is also working with Atlas Systems. They have received an award from the State of California for their Bio-Terrorism databases. They can provide additional products to support Physician's reporting requirements, Result notification options, and other Outreach systems.
